French-Speaking Public Financial Management Resident Advisor for AFRITAC West (based in Abidjan – Côte d’Ivoire)

The International Monetary Fund (IMF) is seeking an experienced public financial management (PFM) expert for the West Africa Regional Capacity Development Center (AFRITAC West) based in Abidjan, Côte d’Ivoire.

AFRITAC West is a multi-donor financed regional center of the IMF, with headquarters in Abidjan, providing capacity development (CD) in economic and financial management to the eight members of the West Africa Economic and Monetary Community (WAEMU) (Benin, Burkina Faso, Côte D'Ivoire, Guinea-Bissau, Mali, Niger, Senegal, and Togo), Guinea, and Mauritania. It also supports the Commission of the WAEMU in the area of PFM.

The selected candidate will assist member countries in building capacity in the budget execution and fiscal reporting areas. Specifically, the candidate should have expertise in the areas of government accounting and reporting, cash management and treasury single account, internal control and audit, budget execution and the overall regulatory and legal framework. Knowledge of the WAEMU PFM directives would be an advantage.

Under the technical supervision of the Fiscal Affairs Department of the IMF, the Advisor will manage a work program that includes hiring and supervision of short-term experts in the field. She/He will also be required to deliver CD to AFRITAC West members and help organizing, conducting, and contributing to training, workshops, and seminars on the above activities. Extensive travel within the region is required, provided the sanitary context allows it.

She/he will work under the administrative supervision of the AFRITAC West Director and technical supervision of the Fiscal Affairs Department.

The initial appointment term would be for a minimum of one year, renewable, subject to satisfactory performance.

Qualifications:

The successful candidate should have:

Preference will be given to candidates who have at least 10 years of practical experience in a senior or advisory position within a ministry of finance, central bank, or international financial institution, and who can additionally show experience in managing and overseeing TA work and coordinating with donors. Familiarity with the countries covered by AFRITAC West and knowledge of the WAEMU directives, governing PFM in the region, is preferred.

The selected candidate is expected to start his/her assignment in July 2022.

Qualified candidates, not selected for this position, may be considered for short-term assignments or other resident advisor positions.
